316 Bloor Street W - OMB Appeal

Dear neighbours,

It has been almost a year since State Building Group, proponents of an aggressive development at 316 Bloor Street West, submitted their application to the City for a 42 storey mixed-use residential tower at the North West corner of Bloor St. and Madison Ave.  Like so many in our community, I agreed that the application was inappropriate and out of character for the area, and shared the disbelief and frustration that this was proposed - and without any community consultation prior to the application.

In response, I organized a public meeting in April 2015 for the community to raise concerns directly with the applicant and City Planning. At the meeting, our community demonstrated strong opposition to the proposal – opposition to the height and density of the building, the lack of a mixture of units, and the absence of green space, among other concerns.

After failed attempts to push the applicant to make significant changes to the application and to respect the interests of our community, through an established Working Group of residents, Residents’ Association representatives, City Planning and Urban Design staff, the developer has decided to circumvent community consultation and the City Planning process and has appealed their application to the Ontario Municipal Board (OMB).

I am committed to defending the interests of our community and vigorously opposing this application at the OMB. As many of you know, a fundamental flaw in our planning process is the existence of the OMB, which prevents our local communities and the City from guiding decisions on development. I remain committed to ensuring good planning principles and robust community consultation as a top priority when considering any proposed development in our ward.

I will continue working with City Planning and our local community to strengthen our collective vision for this area. One concrete piece of work currently underway is the development of a Bloor Block Plan for the North side of Bloor between Spadina and St. George. This plan will strengthen our existing Bloor-Corridor Visioning Study, which runs from Bathurst to Avenue Road. I will be announcing a public meeting to share the plan and hear from and collect input from residents as to how we ensure appropriate development in our area.
